Backflow valves to prevent stormwater making local flooding worse
will be installed in 11 inner-city locations in Brisbane City
Council’s first major proactive response to the January 2011 flood.

Lord Mayor Graham Quirk said the 39 devices would protect 1400
homes from a flood similar to the January 2011 floods.

Backflow devices prevent river water running up stormwater drains,
sending flood water into streets away from the river.

The council will install new valves to protect
homes
 in Chelmer, Tennyson, St Lucia, West End,
Milton, Rosalie, Auchenflower, the CBD, New Farm and Bulimba.

“The installation of new backflow prevention devices at 11
stormwater systems could benefit almost 1400 properties impacted by
backflow flooding last year,” Cr Quirk said.

These devices will protect about 80 per cent of the 1781 properties
that were affected by backflow – not riverine – flooding in January
last year, he said.

“During the January 2011 flood, parts of Brisbane were affected by
water which came up from the river through the drainage networks
and into our streets, which is commonly referred to as backflow
flooding,” he said.

Cr Quirk again insisted that backflow valves will not prevent
flooding, but would help lessen its impact.

“Backflow devices are one of many flood mitigation tools, but they
won’t address all issues of flooding,” he said.

“There were some areas that received both river and backflow
flooding in January last year.”

The council last year asked engineering firm Max Winders and
Associates to investigate the impact of backflow valves.

In October, Mr Winders reported up to 3000 homes and properties
were flooded by storm water in the January 2011 flood, before river
flooding took effect, and 15,000 properties were ultimately
flooded.

Mr Winders identified 39 “broad
areas” for further study
 and the report to be
released today has completed that research.

Labor councillors have criticised the pace of the investigation
into the location of the backflow valves.

However, Cr Quirk said he wanted the investigation to be complete.

“I make no apologies for being thorough in our assessment of the
appropriateness of backflow devices across Brisbane,” he said.

The next 40 possible sites would be judged against other drainage
works for the city.

Brisbane already has 43 backflow valves throughout the city.

Work has begun to install the next three at Castlemaine Street at
Milton, Leybourne Street at Chelmer and Creek Street in the
Brisbane CBD.

Brisbane’s next 39 backflow devices will be installed at
the following locations:

floods, triggering renewed interest from homeowners in the
traditional “Queenslander” home.

Brisbane City Council statistics show 144 homes in flood-affected
suburbs have either been lifted or are under assessment to be
raised since January 2011.

Thirty of those homes are in Chelmer, 12 in Auchenflower, 12 in
West End and nine are in New Farm.

Archicentre Queensland general manager Ian Agnew said there was
renewed genuine interest from flood-affected Brisbane residents in
the advantages of the high-set Queenslander.

Mr Agnew said “updated Queenslander” designs came back from
Archicentre’s architects in a post-flood house competition to help
flood-affected Brisbane residents.

“We ran a competition, this was really for houses to be built in
potentially flood-affected areas or could be affected by floods,”
he said.

“Most of those houses (designs) are either on stumps or piers, to
be honest because they are a way of potentially mitigating the
problem.”

Mr Agnew said homeowners were re-learning that Queenslanders were
put on stumps for several reasons, all of which had advantages over
“house on slab” homes.

“Flood is one of the main reasons, but you also get the cool
breezes underneath them and you have a definitive number of
inspection points because termites are a major problem in
Queensland,” he said.

Mr Agnew said a house on 20 stumps, as an example, provided simple
termite protection.

“For a start you have 20 points where they can enter,” he said.

“With a slab on ground house, you don’t know where they are coming
in.”

And, of course, owners could simply hose it out once the flood
retreated.

Historically, Queenslander homes were erected on blocks that had
not been levelled.

“The sites were not cut, because the ground was undulating. If you
put them on thick stumps, all that varied was the length of the
stumps,” Mr Agnew said.

“There were many things that made sense about a Queenslander,
particularly in a flood-affected areas, so the architects have
designed what is effectively an updated version.”

New materials, like steel posts and fibre cement and flat roofs,
plus open-plan living, made them look different, but Mr Agnew said
they served the same functions.

“So we are seeing more inquiries about them and they are as
relevant today as they were 100 years ago,” he said.

Lord mayor Graham Quirk said the council last year allowed homes to
be raised by 9.5 metres, up from the 8.5 metre maximum before the
flood.

Cr Quirk said the council simply wanted to approve house-lifting
quickly to let residents get on with the flood recovery.

“After last January’s flood, council acted swiftly to introduce
these standards to protect residents and their homes, which is our
highest priority,” he said.

“Since then we have worked hard within our development assessment
area to ensure residents were not hamstrung, with council approving
127 applications submitted during this time.

“The approvals have helped people to get on with their lives and
rebuild in a clear indication of residents’ determination to move
on from the floods.”

There are 144 home either raised (127) or being assessed (17),
three have been refused, while one application has been withdrawn.
